U.S. diplomacy to end the Gaza war and forge a new relationship with Saudi Arabia has been converging in recent weeks into a single giant choice for Israel and Prime Minister Benjamin Netanyahu: What do you want more — Rafah or Riyadh? Do you want to mount a full-scale invasion of Rafah to try to finish off Hamas — if that is even possible — without offering any Israeli exit strategy from Gaza or any political horizon for a two-state solution with non-Hamas-led Palestinians? If you go this route, it will only compound Israel’s global isolation and force a real breach with the Biden administration. Or do you want normalization with Saudi Arabia, an Arab peacekeeping force for Gaza and a U.S.-led security alliance against Iran? And what I find both disturbing and depressing is that there is no major Israeli leader today in the ruling coalition, the opposition or the military who is consistently helping Israelis understand that choice — a global pariah or a Middle East partner — or explaining why it should choose the second.

CNN —The $95 billion military aid package President Joe Biden signed Wednesday was a feat of tough-minded negotiation to get funding to Ukraine and Israel after months of congressional horse-trading. But if the aid inflates those countries’ war aims, it could discourage the kind of tough-minded negotiation that is the only way to end their wars. The new infusion of aid gives the US a lot of leverage with Ukraine and Israel. However, the recent aid package includes long-range missiles, or ATACMS, which suggests Ukraine is readying an offensive against Crimea. In Israel, putting conditions on military aid is a better idea.

It is so dangerous and troubling that Israel’s best option, when all is said and done, might be to leave a rump Hamas leadership in power in Gaza. I argued in October that Israel was making a terrible mistake by rushing headlong into invading Gaza, the way America did in Afghanistan after 9/11. I thought Israel should have focused first on getting back its hostages, delegitimizing Hamas for its murderous and rapacious Oct. 7 rampage, and going after Hamas’s leadership in a targeted way — more Munich, less Dresden. That is, a military response akin to how Israel tracked down the killers of its athletes at the 1972 Munich Olympics, and not how the U.S. turned Dresden into a pile of rubble in World War II. That approach would have won the support, funding and, I think, even peacekeeping troops of moderate Arab states like the U.A.E.

United Nations CNN —The Palestinian Authority is again requesting membership in the United Nations, according to a post on X from the Palestinian permanent observer mission to the UN on Tuesday. In September 2011, the Palestinian Authority failed to win UN recognition as an independent member state. One could be forgiven for thinking that President Biden’s tough words on the Israel-Hamas war in his State of the Union address and his MSNBC interview on Saturday was the beginning of a much more critical U.S. policy toward Israel. Nonetheless, far from presaging a major shift in policy, the president’s words and the vice president’s meeting were more likely part of the now familiar passive-aggressive approach the administration has deployed against the most extreme right-wing government in Israel’s history. But he has consistently refused to impose any serious consequences on Israel. The “I’m unhappy with Israel but won’t do much about it” policy is Mr. Biden’s policy — driven by the president’s pro-Israel sensibilities, politics and the policy choices he faces in dealing with the current war. At the same time, Mr. Biden surely knows that there are costs both at home and abroad for allowing Mr. Netanyahu to run roughshod over U.S. interests and values.

CNN —Palestinian factions, some of whom have been at odds for almost two decades, are meeting in Moscow to discuss forming a new government just days after the Palestinian Authority government resigned.
